FDS : garbage data ?

I have found a new resource for FDS dumps
A lot of the new dumps I got have what appears as "garbage data"
For example that bio miracle dump attached below.
The header is valid but it has that "garbage data" in two areas.
If I may ask, my question is:
1.is that "garbage data" caused by a dumping software
2.or does the "garbage data" exist on actual disks

It could be either 1 or 2, at the same time.

If someone took a used FDS disk to their game shop and had the Disk Writer (or Game Hacker) put a new game on it, it could have overwritten their old game only up to the end of the new game's data. That would make #2 possible.

If someone dumps a disk (in FDSLoader) using a non-blank, non-zeroed, or other type of .FDS image as the receptacle for a dump, then #1 is possible.

That dump of Bio Miracle looks to have "garbage" data in regions outside of the game code, so it might be a correct dump, just not a very clean one. The old version of Bio Miracle in that archive has a dumper tag hacked into the header of the FDS disk...

So either way, that garbage data can not exist in the sealed disk :D
